UST HealthProof Strengthens Healthcare Operations with Two New Leaders

Alisa Viejo, CA, July 14, 2025 – UST HealthProof, a leading provider of integrated BPaaS solutions for health plan operations, recently announced the appointment of Will Kilbreth as Senior Vice President of Implementation, Delivery & Tech Ops and the promotion of David Stuart to Senior Vice President of Operations. Both new roles are effective July 7, 2025. 

In the newly created executive role, Kilbreth will oversee end-to-end client implementations, technical operations infrastructure, and vendor platform management. Stuart will lead BPaaS operations including claims, enrollment, contact center and quality functions. 

Together, these leadership changes are set to enhance UST HealthProof’s operational excellence across critical client and internal functions. These changes are part of UST HealthProof’s strategic organizational enhancement designed to optimize service delivery, improve operational efficiency, and create specialized leadership focus areas that enhance both technical operations and member-facing services.

About Will Kilbreth
Kilbreth brings over 25 years of healthcare IT and operations leadership experience to UST HealthProof. Most recently he served as Senior Vice President in both the Chief Information Officer and Chief Operating Officer capacity at Community Health Options (Maine). He brings deep healthcare payer experience to us from broad domain areas spanning technology, product & partner platform management, as well as program delivery and operations.

Prior to Community Health Options, Kilbreth founded Chickadee Health and served as Deputy Director for Maine’s Dirigo Health Agency, where he oversaw technical projects managing over $40 million in federal grants.

About David Stuart
In his expanded role, Stuart will lead BPaaS operations including claims processing, enrollment, and billing operations, contact center management, provider data management, operations enablement, quality and audit functions, and learning and development programs.

Stuart brings extensive healthcare industry experience from his previous role as Senior Vice President and Chief Operating Officer at Community Health Options, where he led teams through transformative changes and delivered efficient, cost-saving operations that consistently resulted in higher stakeholder satisfaction and improved regulatory relationships. 

Stuart holds an MBA with a Project Management Certificate and a Master’s in Organizational Leadership from Southern New Hampshire University, as well as a Bachelor’s in Business Administration/Accounting from the University of Maine at Augusta.
